Kestrin occupies the fourth orbit, the closest world to the star that anyone can still work. The three inside it were reached, judged, and left. Kestrin was reached and not left, because of what the survey found in the crust: structural metal, banded through the rock in quantities that do not exist anywhere else this side of Ordin, sitting in the open on a world with no atmosphere to dig through.
There is also no atmosphere to hide behind. Nothing stands between the surface and the star. No thermal buffer, no radiation shielding, no weather to complain about because there is no weather. Everything a person needs to survive on Kestrin arrives with them and stops working eventually.

Neither the Authority nor the Accord attempted Kestrin alone. The Fleet wanted hull material by the ton. The Accord wanted to know whether there was a market. Both wanted the same answer and neither wanted to pay for the whole question, so the outpost is joint: two builds bolted into one installation, staffed by both powers and administered through standing committee.
The work is not exploration. It is a feasibility study, arguing about extraction cost and scale on the deadliest ground either power has ever agreed to stand on. It remains the only place in the system where the Authority and the Accord are formally, contractually entangled.
