The Mace carries more than a fighter. The Warhammer carries more than a Mace.
Four pods sit in the wings, two to a side, each carrying a warhead larger than anything the gunships use. Beneath each pod are two hardpoints for the ordnance a Mace flies with. The Warhammer carries those as an afterthought.
The frame is narrower and cleaner than a Mace and it moves better. The engineers spent every kilogram they saved on the pods and not one on anything else. It is faster than a Mace. It will not survive a fight.

The pilots fought for self-defense on the Mace and got a turret. The Conclave demanded the Warhammer remain strictly a payload delivery vehicle. There are no cannons, and there is no provision for adding any.
