UGAF United Galactic Authority / Fleet // The Long Watch

The United Galactic Authority is the order that holds the Tribellium System together. Where there is a secure corridor, a cleared lane, a convoy that arrives, it is because the Authority drew the line that made it so. Its Fleet keeps the long watch above, so that commerce and governance may proceed beneath it, undisturbed.

Authority is vested in the High Command Conclave — a tribunal of three Admirals whose decisions reach the Fleet through the senior officers who speak for it. Beneath the Conclave runs the Fleet itself: capital ships, supercarriers, and the wings that fly from them, bound into a single command intelligence so that doctrine travels as fast as thought.

The Authority does not govern by force. It governs by framework — security, order, and the structure within which everything else is permitted to thrive. These are what it provides. Recognition is what it asks in return.

The Free Systems Accord is the Authority's oldest partner and its most valued contributor. Seated on Aurel, the Accord speaks for the worlds that feed the system — agriculture, industry, the regional expertise the Fleet does not keep in-house — through a relationship that has endured uncertainty, conflict, and growth.

The partnership is conducted through the Accord's own Council, a body the Authority recognizes and consults in the spirit of mutual interest. Disagreements arise, as they do between any two governments; the Accord is prone to raise grievances over corridors, convoys, and the pace of Authority review. The Authority hears them, and proceeds.

It is a partnership of unity, if not of equality. The Accord provides; the Authority secures. The arrangement has held for a generation, and the Authority intends that it hold for the next.

Beyond the Karth Field there is no government — only those who refused the order that has held the Tribellium System whole. The High Command Conclave files them under one designation, because lawlessness earns only one: Sector Criminals And Raiders.

Their ground is the Scatter, a churning belt of rock no capital ship can cross and no chart can hold; inside it, raid cells refit, split spoils, and vanish before a response can form. SCAR is not an army and does not pretend to be one. It is every hull that broadcasts without a registry, every station that answers to a name instead of a rank, every self-styled Overseer who keeps order where the Authority would. Whatever distinctions the ungoverned draw among themselves are noted and set aside.

The file grows every cycle. The Conclave reads that growth as the measure of the threat. Beyond the Field, they would tell you it grows because the Authority keeps writing names into it.
